About Kira Burgess-Elmer, LCPC

Kira is a Licensed Clinical Professional Counselor, Parenting Time Evaluator, Parenting Coordinator, and Expert Consultant. She currently serves in both the clinical and forensic setting providing consultation, evaluation, facilitation, and therapeutic services to families throughout Idaho. Her court-appointed roles entail conducting Parenting Time Evaluations, Brief Focused Assessments, Parenting Coordination, and Expert Consultation and Testimony in child-related issues in the field of family law. Her areas of expertise include child development, resist-refuse dynamics, family violence, relocation, child maltreatment and neglect, parenting-coparenting skills and relationships, and high conflict separation or divorce. Kira also has training in child forensic interviewing and is available to consult on cases as needed.

In May of 2022, the Association of Family and Conciliation Courts (AFCC) updated their Guidelines for evaluators conducting Parenting Time Evaluations, to include the education, training, and competence of an evaluator. According to IRFLP 1004, evaluators must possess the “same or similar” qualifications as outlined in the AFCC Guidelines.

Before agreeing to use an evaluator, it is always important to check their Curriculum Vitae to make sure they possess the appropriate training and experience needed for your client’s case. Reviewing the Curriculum Vitae, has the potential to save your client time and money just by making sure the evaluator is competent in addressing the specific concerns related to your client’s case.

Kira has over 10 years of experience in community and private practice. She has worked with all ages including families, survivors of trauma, suicide prevention, adult and juvenile corrections, domestic violence, and sex offender treatment. Kira holds an M.S. in Counseling from Northwest Nazarene University and a B.A. in Psychology from College of Idaho. Kira is currently working towards her Doctorate in Psychology while supervising students in the field of behavioral health.
